Mostly paid by hundi/ hawal from Dubai to Iranian Dealers. 95% is delivered under informal Parchi system introduced in 2021 by FC( Dawn Business Reprt May 2nd 2024). About 10 million( including 3 million Baluch) , population depends on Irani Diesel Trade throughout country . With six dependents per family, 60-70 million population livelihood depends on this diesel and other smuggled Irani items. . 25-30 % of country population. Country saving over $ 2 billion/ yr in FE, on diesel ,providing livelihoods to 25 % population, FBR loosing PKR 227 billion (< $1billion), is worth it. FC should be given credit for their Parchi System— Also most importantly improving relations with Iran 🇮🇷 is another bonanza. Country’s Refineries Process Max: 300,000 b/ d crude; producing Max: 80, 000b/d HSD—50% with high sulfur. Irani Diesel — 63,000 b/d is about 80% of what refineries can produce when running at full capacity. Country’s Refineries loose huge amounts in FE on every barrel of crude , as 40 wt% produced is FO; now exported at 30% below crude price. Therefore Irani Diesel saves FE loss to country by suppressing loss making refinery thruputs. To hell with IMF and Enforced Pet Dev Levy ( Rs 60/ litre). Irani Diesel is a bonanza . Irani Gasoline should also be allowed to match up with Diesel. Country will save $4-5 billion per annum in FE. Country Refineries are mostly 100-60 year old pieces of junk— that is the direction they should take— junkyards. ( Except PARCO) which however insists on exporting FO rather than upgrade. So let’s not knock Irani diesel. Let it roll for country’s benefit. But control Rate of Bhatha being charged by FC. Coast Guard, Customs; Levy’s, Police, Admin. , politicos etc on Irani import and distribution. If form 47- govt can find a way to stop Bhatha and let that amount enter govt kitty, this would be more than Bhatha. Off course this is impossible. But another saving grace is stolen money enters economy ( real estate; gold smuggling, luxury lifestyle, khaba, rung mela); find a way to Tax this money.
